Glossary of Terms

OrgAn activity that is budgeted for separately, even though it may be managed together with several others in the same department.
Advisory CommitteeA group of citizens from business, industry, labor, or government who advise the college regarding the educational needs and programs within a specific occupational area.
BandA part of the job classification method that groups tasks by the level of decisions made. The decision levels are: 1) defined decisions, 2) operational decisions, 3) process decisions, 4) interpretive decisions, 5) program decisions, and 6) policy decisions.
Board ActionThe Board of Education takes action according to a process outlined in the Policy and Procedures manual.
Board of EducationThe elected policy-making body for the college that is composed of seven citizens, one from each of seven zones of the college district.
Information ItemA board agenda report that comes before the board for discussion and on which formal action may be taken in the future.
Action Item A formal vote of approval on an item of business is taken after discussion and after any amendments are made. The item is generally presented at a previous meeting as an information item before it can be considered for action.
ApprovalAcceptance of a motion by a vote of the board.
ResolutionA formal statement of intent, purpose, or findings issued by the board. The board must approve the statement by vote on a motion to accept the resolution.
Budget CalendarThe dates of a sequence of activities the college uses to develop and secure approval of its budget. Some of the activities are discretionary and others are required by Oregon State Law (ORS) (see Local Budget Law).
Budget CommitteeThe body that supervises development of the budget composed of the seven Board of Education members and seven appointed citizens, one from each of the seven zones of the district. The Budget Committee has the power to approve, disapprove, and modify all or parts of the college budget.
Budget Law (local)The Oregon revised statutes governing budget procedures for municipal corporations.
Class EnrollmentsThe number of students enrolled in the various class sections.
Classification (Job)A grouping of similar jobs for the purpose of wage and salary assignment for each position.
College TransferCourses that are transferable to a four-year college or university.
BannerAn integrated computer program for Finance, Enrollment Services, Human Resources, and Financial Aid.
Employee FTEFull-time equivalent indicates full or partially budgeted positions.
EnrollmentNumber of "students" taking classes. Enrollment can be computed in several ways:
Full-Time Equivalent (FTE)A "standard" student course load equivalent to 510 contact hours.
Head Count (HC)The number of different (unduplicated) persons who attend classes during the academic year.
Contracted, Out of District (COD)Instruction conducted under a special contract, usually for a specific and limited population. The activity is normally not funded within the general fund, not paid for with local property tax money, or eligible for regular state FTE reimbursement.

Non- reimbursable FTEEnrollment for those courses that do not qualify for state funding.
Reimbursable FTEEnrollment in courses or programs approved by the State Department of Education. The amount of reimbursement is determined annually by the state legislature.
Expense FunctionA very broad categorization of activities into groups by similar purpose as designated by the state of Oregon. The categories are 1) instruction, 2) instructional support, 3) student services, 4) community service, 5) college support, 6) plant operation and maintenance, 7) transfers and 8) reserves.
Faculty, Full-timeThe standard faculty contract for the academic year is 180 days.
FundA major grouping of orgs that generally are of the same type of activity, regardless of where they are administered. The college does the designation of fund categories. (see also Expense Function)
GradeA part of the job classification method that groups tasks by the level of supervision performed and by the complexity and diversity of the tasks.
Account CodeA chart of standard expenditure categories as well as revenue categories. The categories are based on the type of good or service purchased, regardless of where or why it is used. (See also Expense Function and Fund.) Examples are faculty personnel, legal services, and space costs.
OrganizationThe names assigned to the administrative units of the college.
AreaThe college is divided into three major administrative units: Executive and Governance, College Support Services, and Academic Services.
DivisionEach area may be divided into divisions. Each division is usually headed by a Dean-level position.
DepartmentA major portion of a division that is responsible for a set of programs, such as Humanities and Communications, or Trades and Technologies. A department is usually headed by a Director-level position.
ProgramAn organizational unit within a department that is responsible for a discipline, curriculum of study, or type of service.
ResolutionSee "Board Action"
State Grant-In-AidState money to supplement local property tax money, tuition, etc., to fund community colleges. The reimbursement formula is on the basis of FTE enrollment. (See also Enrollment, Reimbursable, and Non reimbursable)
Tax DistrictThe area that has been legally established as the Chemeketa Community College district encompasses nearly 2,700 square miles of the Mid-Willamette Valley and includes all of Marion, Polk, and most of Yamhill counties with a small portion of Linn county. About 300,000 citizens live in the district, with Salem, the capitol city of the state of Oregon, comprising the largest single concentration of citizens.
