Public Contracting - General Information
Goods and services are purchased by the College in accordance with state, federal, and local public contracting laws, and college policies and procedures.

Oregon's Reciprocal Preference Law - Oregon's reciprocal preference law requires public contracting agencies, in determining the lowest responsible bidder, to add a percent increase to each out-of-state bidder's bid price which is equal to the percent of preference given to local bidders in the bidder's home state.
Bureau of Labor and Industries Prevailing Wage Rates (BOLI PWRs/Oregon's Little Davis-Bacon Act) - Prevailing wage rates are the minimum wages that must be paid to all workers employed in the construction, major renovation or painting of all public works, unless specifically exempted by state law. (See also Davis-Bacon Wage Determinations for federal wage determinations.)
Public Printing Contracts - Generally speaking, printing, binding, and stationery work must be performed within the state. (See ORS 282.210, for exceptions.)
