How to get your parking permit

When you register for classes, you can also register for a parking permit.

Start by logging into My Chemeketa and clicking on the "School Service" tab at the top of the page. Next, click on the "Student Services & Financial Aid Menu" link. Click on the "Parking Permit Registration" link. This will take you to the parking permit registration page.

Traffic Code

The Chemeketa Community College Board of Education (Board) has exercised its authority to adopt traffic and parking regulations under ORS 341.300.  These regulations are enforced under provisions of this statute by the college Public Safety Office.  Public Safety officers employed by the college have authority of peace officers for the purpose of enforcing college regulations regarding traffic control.

The college Traffic Code sets forth regulations providing for the registration of vehicles, designation and posting of parking areas, and the assessment of reasonable fees and charges for parking.  Enforcement may be effected through administrative and disciplinary sanctions including, but not limited to, reasonable fines, impoundment of vehicles and assessing reasonable fees for such impoundments.  The Board has delegated the authority to the college administration to adopt procedures consistent with the Traffic Code governing its application and enforcement.

Staff, faculty, students, guests and visitors of the college are responsible for complying with the college Traffic Code.  They will be responsible for any violation of the college Traffic Code in which a vehicle in their possession is involved, regardless of whom the operator may be.

In addition, the college may enter into agreements to allow enforcement on campus premises of the current Oregon Vehicle Code and the college Traffic Code by Public Safety officers and local and state law enforcement officers in the local circuit, justice or municipal courts.

Citations or warnings for violations of the college Traffic Code may be issued either on a form approved by the college or on a form approved for enforcement in local, circuit, justice or municipal courts.  Citations issued for a violation of the Oregon Vehicle Code will be on a form approved for such purposes under Chapter 153 of the Oregon Revised Statutes.

  1. Parking Permits
    1. On the main campus, parking permits are required for all vehicles using college facilities from 8:00 am to 10:00 pm, Monday through Friday, except for the first two weeks of each term.
    2. College parking permits are not required at Outreach Campuses.
    3. The fee for parking permits is $10 per term, or $25 for an annual permit valid for an academic year.  Parking fees are non-refundable.
    4. After initial purchase of an annual permit, additional annual permits may be purchased for a reduced fee of $5 for any vehicle registered to the original annual permit purchaser. Additional annual permits purchased at the same time as the initial purchase will be discounted by $1.
    5. Permits are available at the Public Safety Office.
    6. Annual permits may be issued to staff and faculty by payroll deduction.
    7. Parking permits are issued to a specific vehicle and are not transferable.  The registered owner of a vehicle issued a parking permit is responsible for any parking violation issued to a vehicle displaying the permit, regardless of who the operator may be.
    8. Annual and term parking permits are required to be placed on the exterior of a vehicle, either on the rear bumper or rear window so they are clearly visible and legible from the rear of the vehicle.
    9. Visitor and temporary permits are required to be placed on the dash of a vehicle so they are visible and legible.
    10. College employees or students may not use visitor parking permits.
    11. Regular temporary permits allow the holder to park for a maximum of 14 consecutive days from date of issuance.  The fee for a regular temporary permit is $5.00.  Vendor temporary permits are provided to vendors and are valid for an academic year.  Contractor temporary permits are provided to contractor employees for the duration of their work on campus.
    12. Special Permits are issued only to college staff, and are required to park in a space designated as reserved for Special Permits for a maximum of four hours.  A Special Permit may be issued after receipt by the Public Safety Office of a completed Special Permit Request Form containing an original signature of the appropriate Dean authorizing the issuance.  Violations occurring in these parking spaces are enforceable at all times.
    13. Parking permit fees are non-refundable
    14. Lost or stolen permits will be replaced upon payment of the permit fee for a second permit.
    15. Motorcycles may park without a permit in designated motorcycle parking areas.  Motorcycles parked in a regular parking space must display a valid parking permit.
  2. Manner of Parking
    1. Parking of vehicles is allowed only in areas designated as parking spaces by striping, signing or marking.  Parking in areas not designated as a parking space is prohibited.
    2. Vehicles shall not be parked in areas identified as restricted parking by signs, striping or marking, e.g., fire lanes, red zones, bus only, Visitor Parking, etc., except with an appropriate permit.
    3. Vehicles shall be parked with the front of the vehicle facing the curb or other terminus of a parking space (èhead-inî parking only, vehicles may not be èbacked in.î)
    4. Except when specifically allowed for overflow parking, vehicles may not be parked on grass.
    5. Vehicles shall only park within the boundaries of a single parking space.
  3. Speed
    1. The maximum speed on college roadways in 20 MPH.
  4. Parking for the Disabled
    1. Only vehicles conspicuously displaying a valid permanent or temporary disabled parking placard or permit, issued by a state Motor Vehicles Division, may park in a space designated by signs and/or marking as reserved for disabled persons.
    2. Parking in a van accessible aisle adjacent to a disabled parking space is prohibited.
    3. Citations may be issued at any time for violation of disabled parking regulations, and may be issued on a college-approved citation or a citation subject to adjudication by a local or state court.
  5. Violations
    1. Vehicles parked in violation of the college Traffic Code are subject to a citation or warning.  The citation may be issued on a form approved by the college for administrative enforcement, or a form approved by the state for local, justice or municipal court adjudications.
    2. Drivers of vehicles being operated in violation of the Oregon Vehicle Code may be issued citations that are processed through a local or state court.
    3. Vehicles parked in a manner that impedes the normal flow of traffic may be towed at the ownerçs expense.
    4. Vehicles abandoned on college property may be towed under ORS 98.830.
    5. Four or more unpaid citations issued on a college-approved form to a vehicle, or college parking permit, used or owned by a student, faculty, staff member, guest or visitor will result in a vehicle immobilizing device (èbootî) being placed on the vehicle.  An additional èboot feeî of $30 will be assessed for installation and removal of the vehicle-immobilizing device.
  6. Bail for Violations
    1. The origin of the citation form shall govern the applicable bail and enforcement mechanism.
    2. The bail for citations issued on college-approved forms shall be established by college administration and maintained by the Public Safety Office.  Such citations are subject to administrative enforcement by the college, including referral to a collections agency.
    3. The College bail schedule is:
      1. $15.00 for failure to display a valid parking permit, or improperly displaying a parking permit;
      2. $30.00 for displaying an altered or misused parking permit;
      3. $10.00 for head-in parking violations;
      4. $300.00 for a disabled parking space violation; and
      5. $20.00 for all other violations.
    4. The bail for violations of the Oregon Vehicle Code, including a citation issued under ORS Chapter 811 for unlawfully parking in a disabled parking space, is established by the state.  Such citations, when issued on a state-approved form, are subject to enforcement in a local, circuit, justice or municipal court.
  7. Miscellaneous
    1. Riding bicycles is restricted to roadways and parking lots.  Bicycles may not be ridden in pedestrian areas, except by Public Safety or law enforcement officers.
    2. The use of skates, roller blades, non-motorized scooters and skateboards is not permitted in pedestrian areas of the campus.
    3. Motorized wheelchairs and motor assisted scooters are allowed in pedestrian areas of campus, when operated in compliance with the Oregon Vehicle Code.
  8. Appeals
    1. Appeals of citations issued for a violation of the college Traffic Code written on a college-approved citation form are governed by procedures adopted by the College administration and may be scheduled through the Public Safety Office.  At a minimum, the college procedure must provide for two separate opportunities to appeal Traffic Code violations.
    2. Appeals of citations issued on a state-approved form are governed by the local or state court process.
