Position Overview
The Human Resources Manager assists the Human Resources Director in administrating the day to day human resources issues such as ensuring compliance with bargaining agreements, policies/procedures, and federal/state laws and regulations; advising managers and counseling employees regarding performance issues; serves as liaison with other departments and advises staff on college policies. The person in this position will function as a generalist and may be involved in several areas of personnel management (classification, progressive discipline, contract administration, grievance investigation and response, investigations, and recruitment process).
Terms of Employment
This is a full-time, 12 month annualized assignment.
Successful candidate must pass security inquiry which may include criminal, driving, and credit check; only information relevant to the position will be considered.
Requires flexible work schedule which may include evenings and/or week-ends based upon department needs.
Salary and Benefits
Exempt Salary, Range C-3; $3,923.00-$6,168.00/month. Dependent upon salary history and comparable experience, a salary offer would rarely extend beyond the mid-point.

Minimum Qualifications
Bachelor’s degree from an accredited institution in a related field and three years related experience, including experience in a work setting demonstrating comprehensive employment and training activities which includes at least two years of management, administration or supervisory responsibilities; OR equivalent combination of education and experience. Experience with extensive collaboration and coordination of services with other public/private organizations; experience coordinating and supervising administrative functions; Academic course work in Workforce Development, human services, social services, public administration, business administration, education, human resources. Ability to research and analyze data and create reports.
Knowledge, Skills and Abilities
Knowledge of: employee benefit programs and all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs; classification/compensation systems; considerable knowledge of technical aspects of personnel administration, recruitment strategies and concepts, labor relations and employee relations.
Skills in: analyzing narrative and statistical/mathematical principles and materials to develop written reports, conclusions, and recommendations; operating a personal computer with strong word processing and spreadsheet experience; presenting information and reports clearly and concisely both oral and written; exercising independent judgment in making appropriate decisions concerning work methods; providing conflict resolution facilitations for staff; establishing and maintaining effective working relationships with employees, other agencies, diverse populations and the public; and proficient customer service and teamwork skills.
Ability to: interpret, apply, and/or develop rules, guidelines, and policies; participate and contribute as a member of a cohesive team; ability to make decisions and independently plan and organize work; plan, organize and present training activities and workshops to diverse employee groups.
Preferred Qualifications
Master’s degree from an accredited institution; four or more years of benefits administration and employee relations experience.
Essential Functions
Supervision
- Supervises staff and assists with management of human resources functions including benefits programs, reception, recruitment, and special projects. Ensures that work performed meets the standards and goals established by the Human Resources Dept.and the College
Employee Benefits
- Manages the College’s employee benefits including claims resolution, contracts, and annual re-evaluation of policies with Insurance Task Force; responds to and resolves employee concerns regarding College benefit programs; advises, approves, or denies exception requests as appropriate
- Oversees maintenance of data and statistical reports related to human resources and benefits
- Oversees processing of all documents necessary for implementation of various benefits and maintenance of such records as required for compliance with HIPPA, ERISA, COBRA, FMLA, OFLA, ADA and other applicable regulations
- Serves as College liaison with insurance Agent of Record, all insurance providers, and EAP regarding contract renewals, analysis of benefit changes, and benefits related issues
- Conducts new-employee orientations and benefits exit interviews
- Determine proper course of action to resolve customer service issues; interpret plan procedures and policies
Organizational Planning and Process Improvement
- Assists with planning, developing and implementing timelines and procedures for college-wide human resources functions. Participates in development of department goals, objectives, and systems
- Evaluate, analyze, and effectively recommend changes to department systems when indicated by process improvement efforts or when required by changes in policies and procedures or established department goals
- Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department services performed
Employee Relations
- Assists supervisors and employees in understanding personnel policies and procedures; researches and investigates problems and recommends solutions through appropriate channels
- Consults with managers/supervisors and employees to resolve human resources issues
- Coaches managers/supervisors in performance management issues and recommends action to be taken; and facilitates conflict resolution meetings. Collaborates with Director on advising managers on preparation of work plans/plans of assistance, performance appraisals, and progressive discipline actions.
- Initiates interventions with EAP for managers/employees. Monitors mandatory referrals

- Manages College’s FMLA, OFLA, and COBRA, long term disability, donated and catastrophic leave of absence programs and related benefits
- Ensures College compliance with federal and state regulations, and bargaining agreements
