Position Overview
The successful candidate for this position will coordinate the daily operations of the WIA IB operational/administrative support team which serves the four WorkSource Oregon Centers in Marion, Polk & Yamhill counties.
Terms of Employment
100 percent, 12 month annualized assignment. Continuation of the position is based on the funding that supports the position.
Requires flexible work schedule based upon program needs which may include occasional evening and week-end hours. Requires travel between various WorkSource Oregon center locations and Salem campus

Salary and Benefits
Exempt salary schedule, Range C-2, $3,771 to $5,931/month. Dependent upon salary history and comparable experience, a salary offer would rarely extend beyond the mid-point.

Minimum Qualifications
Bachelor’s degree from an accredited institution in a related field and three years related experience, including experience in a work setting demonstrating comprehensive employment and training activities which includes at least two years of management, administration or supervisory responsibilities; OR equivalent combination of education and experience. Experience with extensive collaboration and coordination of services with other public/private organizations; experience coordinating and supervising administrative functions; Academic course work in Workforce Development, human services, social services, public administration, business administration, education, human resources. Ability to research and analyze data and create reports.
Knowledge, Skills and Abilities
Knowledge of: workforce development programs and commitment to continuous improvement philosophy; high competency with computer programs for word processing, spreadsheet and database applications; experience in budget development/management.
Skills in: exceptional skills providing coaching and feedback to enhance interpersonal effectiveness, employee performance and team building; strong listening, written and oral communication skills.
Ability to: lead and manage effectively in an environment of multiple, competing demands and job pressures, and customer expectations; ability to organize work effectively, assign work, and work independently.
Preferred Qualifications
Master’s degree or equivalent from an accredited institution. Experience working with WIA (Workforce Investment Act) Title IB programs; human resources and management experience. Demonstrated experience in negotiations, facilitation, program planning and development; experience working with Lean principles.
Essential Functions
- Uses appropriate technology tools to accomplish job functions; understands and utilizes available technology as communication and data gathering tools
- Actively participates in the retention and recruitment of students
- Understands and collaborates effectively with a variety of students, staff, and the public from diverse cultural, social, economic, and educational backgrounds
- Develops, maintains, implements and modifies systems and strategies to administer Workforce Investment Act programs and services for adults, dislocated workers, youth and business in the Workforce Integration Department
- Ensures compliance with local, State and Federal policies and regulations related to WIA Title IB programs
- Evaluates, monitors and modifies programs for quality, effectiveness, and progress; establishes long and short-range goals and objectives; collaborates with partner agencies to ensure service delivery
- Recruits, hires, supervises salaried staff, part-time hourly, student staff; conducts staff performance evaluations and evaluates staff work for quality assurance and compliance with WIA Title IB regulations and established procedures
- Provides guidance and oversight to local Data Management Team and may serve as a liaison to the Statewide Management Information System workgroup
- Develops effective team work; facilitates integrated team planning, problem solving, and process improvement; facilitates team meetings
- Conducts research, analyzes/evaluates information and data, and prepares reports (i.e. tracks numbers, services, statistics, and expenditures) to assess program performance for State and Federal compliance, Director, management team, local workforce board and center staff
- Prepares and develops budget(s); monitors and approves expenditures
- Coordinates Disability Navigator Program; includes planning and implementing service strategies.
- Collaborates with community organizations, professional organizations, educational providers and campus departments to obtain, develop and deliver effective program services; serves on a variety of internal and external committees; represents WID Department at meetings; promotes center services
- Ensures that WSO Center service structure is compliant with State and Federal policies, laws and regulations related to non-discrimination and equal opportunity as described in the Workforce Investment Act
- Serves as an effective member of the department and College management team
- May serve as Acting Director for department in Director’s absence
- Supports, facilitates and contributes to a positive work environment for staff members and partners
