Position Overview
Supervises staff and manages the programs of the Mid-Willamette Education Consortium. Administers regional career and technical education programs, including Tech Prep, College Credit Now, Carl Perkins federal career and technical education funds, and other federal, state, and locally funded programs; provides technical assistance in career and technical education, career guidance, career pathways, contextual and applied education programs, workforce and school-to-work programs; serves as liaison between Chemeketa Community College and regional high schools, Oregon Department of Education, and Oregon Department of Community Colleges and Workforce Development.
Terms of Employment
100 percent, 12 month annualized assignment. Continuation of a portion of this position is dependent on funding that supports the position.
Requires flexible work schedule based upon program needs, which includes some evenings and/or week-ends; some travel will be required to attend meetings and/or conferences.
Successful applicant must pass security inquiry which may include but is not limited to criminal, driving, and credit check; only information relevant to the position will be considered.
Must have a valid driver’s license. If driver’s license is from out of state, must obtain a valid Oregon driver’s license within 30 days.
Salary and Benefits
Exempt salary schedule, Range D-3, $5,375-$7,216 per month. Dependent upon salary history and comparable experience, a salary offer would rarely extend beyond the mid-point.

Minimum Qualifications
Bachelor’s degree from an accredited institution. Academic course work in curriculum and instruction, human resources, education, business, organizational management, program management, youth development, career and technical education, and/or related field. Four years’ experience in program management or administration, including budget management, supervision of staff, teaching, or administrative experience in Career and Technical Education programs. Experience in facilitating and building collaborative relationships between groups with diverse interests; experience working with state and/or federal grants. Excellent oral and written communication skills and ability to articulate a consistent administrative policy and analyze issues and problems; global knowledge of workforce and education needs. Knowledge of federal and state legislation impacting or potentially impacting career and technical education.
Preferred Qualifications
Master’s degree from an accredited institution. Knowledge of/experience with Carl Perkins CTE Act. Administrative license and/or teaching license. Community college experience.
Essential Functions
- Embraces diversity and actively collaborates effectively with a variety of students, employees and the public from diverse cultural, social, economic and educational backgrounds
- Actively participates in the retention and recruitment of students
- Embraces appropriate technology tools to accomplish job functions; understands and utilizes available technology as communication and data gathering tools
- Supervises staff and manages the program of work for the Mid-Willamette Education Consortium; responsible for vision, goals, value development and implementation; oversees Carl Perkins and Tech Prep grants; responsible for budget planning and development. Analyzes, organizes, implements, and monitors operations of the Mid-Willamette Education Consortium
- Serves as liaison and coordinates exchanges of information between Oregon Department of Education, Oregon Department of Community Colleges and Workforce Development, regional school districts, Willamette Education Service District, Chemeketa Community College, and youth serving organizations; establishes interagency relationships; promotes participation in planning, problem solving and decision making by all stakeholders
- Develops, promotes and provides direction and leadership for career and technical education, Tech Prep, College Credit Now, Career Pathways, School-to-Work, contextual and applied learning, career guidance, high school redesign, and workforce preparation for all students
- Identifies and develops new curriculum, (technology education, applied academics, competency-based programs and alternative methods of delivery); evaluates and assesses career and technical high school and Chemeketa programs
- Provides leadership, direction, guidance, and expertise to local school districts and community college with applications for grant requests and plans, implementation of state and federal requirements and provision of statistical and fiscal information for state and federal reports
- Manages the financial processes and systems of accountability for federal and state grants, including allocation of resources, integration of local accounting systems into regional funding process, approval of compliance with grant criteria and guidelines, assure compliance with state and federal laws and regulations, and subcontracts with outside agencies
- Administers planning and implementation of professional staff development activities for regional educators to support academic achievement at the high school level, integrating academic courses and technical courses, Career Related Learning strategies, and comprehensive guidance and assessment
- Ensures the development of contact and coordination between government agencies, business, industry and labor to identify workforce needs; participates in committees of the Enterprise for Education and Employment (the regional workforce investment board); liaison with local Chambers of Commerce; and regional monitor for employer connections
- Serves as regional Career and Technical Education representative member on various councils and boards; represents the region as the Regional Coordinator, lending expertise and visioning to the statewide process in the statewide Regional Coordinator network
- Makes public presentations and communicates with the community on education, workforce, and MWEC issues
- Provides leadership in and contributes to the college’s diversity plan by fostering an environment of cooperation between students, staff, and the public who represent a variety of cultural, social, economic, and educational backgrounds
